The system of public administration around the world is degrading completely. The destruction of wildlife continues on an unimaginable scale, and all countries are doing exactly the same thing, as if following the same template.
I often write about what is happening in Russia! At the same time, many people sincerely believe that “everything is completely different” around the world. They often write comments referring to the United States, saying, “Well, over there they protect all animals and don’t kill anyone at all.”
Let us look briefly at what is happening in the United States! More precisely, at how the authorities in the States are now OFFICIALLY creating, at the government level, a special agency for the extermination of owls.
KILLING FOR THE SAKE OF KILLING
Barred owls live on the East Coast of the United States. This is a very beautiful bird, approximately 30–38 centimeters tall and weighing up to 500 grams.
The U.S. authorities, who previously exterminated wolves and beavers and are now frantically, and only partially, trying to restore their populations in order to stop the destruction of ecosystems, want to shoot 500,000 barred owls. Allegedly, this is to save spotted owls, which are on the brink of extinction.
Once again: they want to EXTERMINATE 500,000 barred owls, allegedly to save spotted owls! In other words, to destroy one species in order to save another!
The federal government is now detailing its so-called “rescue plan.” They are even creating a separate agency called the “Barred Owl Population Reduction Agency.” They want to eliminate populations within the range of the northern spotted owl in Washington and Oregon.
The main reason: there are too many barred owls and too few spotted owls. So what does that mean? Exactly! Barred owls are taking habitat away from spotted owls. Therefore, they must be destroyed!
Moreover, this owl-destruction agency is being created for the next 30 years, and every year the authorities will reduce the populations. In this way, they want to kill around 20,000 owls in the first year. Over the next 10 years, they want to kill 13,397 owls every year! In the second decade, they will kill 16,303 owls per year. And in the third decade, the agency will kill 17,390 owls per year.
In this way, American officials say, they will be able to clear 11 to 14 million acres of land of barred owls. To put that in plain language: this is about 5.5 million hectares of land.
It is also stated that preference will be given to shooting with large-gauge shotguns and night sights. The owls will be killed from late spring to mid-summer and in autumn!
Hunters are already being trained to lure owls with the calls of another owl; then the victim approaches to a distance of 30 yards, and armed people begin shooting it with a shotgun. The “new agency” in the United States is already distributing manuals to hunting clubs with recommendations on exactly how to exterminate these “damned owls.”
According to officials, all of this is extremely necessary because the spotted owl is dying out due to pressure from the barred owl! And they, the spotted owls, have very little time left. According to government data, the number of spotted owls has declined by 35% to 80% over the past two decades.
AND NOW PAY ATTENTION!
The spotted owl directly depends on old-growth forests, where its main prey lives — small mammals that can survive only in the complex, unique ecosystem of ancient forests. These are the very old forests that formed over thousands of years!
Moreover, studies confirming this were published quite recently by American scientists! In other words, the U.S. government is ignoring its own experts.
Scientists have shown that the number of spotted owls HAS DECLINED IN THE UNITED STATES because of the logging of ancient forests and forest fires. Their numbers were reduced because of human activity and the destruction of the spotted owl’s natural habitat! Not because of competitors in the form of barred owls.
Moreover, the spread of barred owls into the range of spotted owls was also triggered by changes in the natural landscape caused by human-driven ecosystem destruction, as well as the mass extermination of many species of wild animals.
People simply CUT DOWN THE FORESTS and exterminated wild animals, causing owls to begin dying out en masse! But now the U.S. authorities have blamed one type of owl for the extinction of another type of owl and have simply allocated huge amounts of budget money to create an “extermination agency.”
Do you know what the leading expert on spotted owls says — the expert whose research once formed the basis of the plan to protect the forests of the U.S. Northwest?
Eric Forsman, a scientist with enormous experience, says: “Once you start, you can never stop.” He points out that the decline in spotted owl numbers is caused by TECHNOLOGICAL THREATS.
These are the terrible things happening in the world today! And this perfectly demonstrates the final degradation of the system of governance, when legislative decisions automatically become destructive and devastating.

The destruction of nature has become planetary in scale: over the past 50 years, wildlife populations have declined by 73%, forests are being cut down, rivers are polluted, and ecosystems are degrading. The last remaining nature reserves are isolated and increasingly under pressure from states and corporations. To stop this crisis, the global protected-area system must be urgently changed. We propose a concrete plan — the Territories of Full Ecological Tranquility (TFET) — and are setting out on expeditions to develop their future boundaries.
