Against bill No. 571366-8 on recognizing animals as a threat to agriculture.

The Ministry of Natural Resources posted draft No. 571366-8 on the regulation.gov.ru portal in early March 2024—an amendment to Article 48 of the Federal Law “On Hunting…” that introduced a new basis for “population control” of wild animals: “damage to agriculture.” The wording allowed virtually any species—from wolves and jackals to fish-eating cormorants—to be declared a threat and opened the way to large-scale culls without rigorous scientific justification, contradicting current criteria for sustainable use and biodiversity conservation.  

We promptly launched a public initiative: prepared a technical opinion, collected signatures, organized a mailing of citizens’ appeals to the Ministry of Natural Resources and the relevant State Duma committee, and ensured wide coverage of the issue in specialized media and social networks. The resulting public resonance led to draft No. 571366-8 being moved to the State Duma archive in June 2024, with the amendments branding animals a “threat to agriculture” removed from the agenda.
