Unfortunately, we were unable to secure the repeal or substantial revision of Resolution No. 670 of the Government of the Russian Federation. The resolution was adopted and will enter into force on September 1, 2026. It establishes new rules allowing, in exceptional cases, the removal of Red Data Book plants and fungi from their natural habitats, as well as the issuance of permits for their collection, transplantation, and subsequent circulation.
The main problem is that many rare plants and fungi cannot be preserved simply by relocating them. Their survival depends on specific soils, microclimatic conditions, hydrological regimes, fungal symbionts, pollinating insects, and other components of the natural ecosystem. When these conditions are destroyed, transplantation often results in the actual loss of the population, even if the formal requirements of the law have been met.
Despite public support and numerous appeals from citizens, we were unable to change the adopted decision. We sincerely thank everyone who supported this initiative. The effort to protect Red Data Book species continues, and the experience gained will form the basis for new conservation projects and public campaigns.
