Against Draft Regulation No. 165677 on scaling up a system that legalizes the killing of Red Book animals

We, the citizens of Russia, demand the immediate withdrawal of Draft Resolution No. 165677, “On the Approval of the Rules for the Taking of Wildlife Species Listed in the Red Book of the Russian Federation.”

We oppose this draft because it expands the mechanism for killing animals listed in the Red Book by creating a digital system with an electronic registry and online issuance of permits for the taking of rare species, including permits for legal entities and individual entrepreneurs.

We clearly see the full sequence of these actions. First, there was lobbying in favor of legalizing the taking of rare animals, and such proposals were officially considered by the Ministry of Natural Resources. Then the legal barrier itself was weakened: the direct ban on hunting Red Book species was removed from legislation and replaced with a system of exceptions based on vague grounds. Now the next step is being taken — a full digital infrastructure is being created for the large-scale use of these mechanisms.

This means a further systemic weakening of protection for rare and endangered species. The Red Book is being pushed further and further away from its direct purpose: to serve as the last and unconditional line of defense. In its place, a convenient administrative model is being built in which the taking of rare animals is turned into a routine procedure of approvals and permits.

Any intervention involving populations of rare and endangered species must not be handed over to business interests, administrative convenience, or a digital flow of applications. In exceptional cases, such decisions may only be made on a case-by-case basis by personally accountable officials, with the mandatory involvement of профильных scientific experts and under the strictest possible control over the consequences for wild populations.

We demand the complete withdrawal of Draft No. 165677, without revisions or compromises.

The Red Book must remain an instrument of unconditional protection for rare species, not a basis for expanding mechanisms for their taking.
