Russia officially allowed to kill over 42 thousand bears in 2025

We have conducted work to count the quotas issued in Russia for the shooting of bears and found out that during the 2024/2025 hunting season, the authorities officially allowed the killing of:


42,607 BEARS

The situation is as follows.


  1. Since about 2019, many regions in the country have taken a sharp course towards the development of the sports hunting industry and actively started attracting trophy hunters from around the world. Hunters from Europe, the USA, and other countries have begun to massively come to Russia, and "hunting tourism" is also developing among the country's own citizens.


  2. According to official data, there are already about 5 million active hunters in the country, and a third of all publicly accessible forest lands in the country have been transferred into private hands for the organization of sports recreational hunting.


  3. Also, since about 2019, packages of legislative initiatives aimed at the development of the paid killing industry have been adopted. A law on hunting in enclosures was adopted, hunting with a bow and crossbow was legalized, hunting near populated areas and in green zones was allowed.


  4. Regions have actively increased the number of quotas issued for the shooting of wild animals. In conditions of growing demand, there has been an acute need to meet the demand.

At the same time, for several years, the Ministry of Natural Resources of the Russian Federation has been actively trying to adopt a draft law on the killing of bears throughout the winter, during hibernation. Several years ago, they managed to extend the hunting period until December 31st, considering that bears start hibernating already at the end of November, with many of them having their grown children (fosterlings), as well as pregnant bears who will give birth directly in their dens. This did not stop the Ministry of Natural Resources, the hunting period was extended.


In our opinion, this is due to the growing demand for "bear hunt" by the hunting community and foreign "hunting tourists." It is under the brand of "Russian Safari" that the traditional, in the opinion of legislators, hunting of bears in their den-refuge is considered the most priority hunting method.


In the summer of 2024, with the help of the public, the adoption of the Ministry of Natural Resources' draft law on the legalization of winter bear hunting throughout the winter was stopped. But, according to our sources, such an initiative is planned to be considered later!


In turn, the regions purposefully increase quotas for shooting bears in recent years, issuing more and more licenses for their killing.


IN SPITE OF THIS


A scandal was quickly "hushed up," and the information was suppressed at all levels. Nobody took bears under protection! Instead, since 2018, regional authorities have rapidly increased quotas for shooting bears in the wild. In many regions, the number of quotas issued has increased several times. At the same time, the Ministry of Natural Resources actively adopts numerous legislative initiatives aimed at legalizing even larger killings of wild animals and full commercialization of the animal world of Russia.


REGISTRY


As part of our projects, we have decided to collect and consolidate all data on quotas issued for the killing of bears in the wild in Russia. We have prepared a single registry with regions and studied all government resolutions on the issuance of quotas, starting from the 2019/2020 hunting season and ending with updated 2024/2025 data.


All data was collected strictly according to the official resolutions of the regional authorities, which we carefully studied!


According to the results obtained:


For the 2019/2020 hunting season, the authorities allowed the killing of a total of 37,465 bears.

For the 2024/2025 hunting season, the total number of quotas for shooting bears is 42,607 individuals.


To understand the growth in the number of quotas issued in percentage terms for several regions from the 2019/2020 hunting season to 2024/2025:


  1. Zabaykalsky Krai: 745.33%
  2. Orenburg Oblast: 400%
  3. Altai Republic: 381.44%
  4. Irkutsk Oblast: 242.65%
  5. Smolensk Oblast: 197.06%

It is also worth noting that in our calculation, data only from 2020 was used — at the time of the peak adoption of hunting bills and the development of the paid killing industry in the country! Data for earlier years, including 2018 and earlier, when the Prosecutor General's Office of the Russian Federation and the Federal Security Service of Russia stood up for the protection of bears and asked to include them in the Red Book, is not taken into account.


It is also worth mentioning that, according to scientific data, the world is undergoing the sixth mass extinction of living species caused by humans. In the past 50 years, the number of animals in the world has decreased by 73%. In addition, half of all plants and every third species of trees are also on the verge of extinction!

Based on this, any messages from the Ministry of Natural Resources and regional authorities about the steadily increasing number of wild animals, which becomes a trigger for increasing quotas issued for their hunting, cause extreme perplexity.
