People are massively documenting vote rigging in the bill aimed at destroying the Losiny Ostrov National Park.

So! Today, 15 June, the pseudo-public discussion of Bill No. 157501 on building a highway right through the protected Losiny Ostrov Park ends. In the heart of our Motherland, one of the last remnants of ancient forest, and nothing can stop the greed and avarice of the lobbyists bent on destroying nature.

Building the highway means huge money.

Cutting down the ancient forest also means big money.

Leasing the land along the highway to major fuel stations, stores, and so on—money again.

A handful of bill lobbyists, officials, and big business are simply grabbing instant profit. They could not care less about wildlife! And they could not care less about local residents who want to breathe clean air.

From the very first day of the supposedly public discussion our allies began recording massive vote rigging. The authors of the bill have been boosting votes gradually and, as I warned earlier, it was precisely on the final day of voting that they started boosting at a frantic pace—exactly as they did with the bill to destroy mountain forests all over the country!

I prepared a separate piece on exactly how vote boosting is done in the bill and how a “loophole” for such manipulations was left in the desktop version of the government initiatives portal.

I am now receiving dozens of letters from our readers; hundreds of people are continuously watching the boosts and recording the “anomalies.”

“Good day. Yesterday my husband and I voted against. Overnight there are already 11 thousand plus for this road, although yesterday there were more of us. I went in first and voted, then a few minutes later my husband… It’s strangely fast. More people for the road… It turns out that on the final day, seeing the finish line, they boosted so we wouldn’t gain those votes against,” — writes Elena Polyakova.

“Pavel, good afternoon! A massive boost for building the road through Losiny Ostrov has begun. Dozens of votes are being added before our eyes. We’re taking screenshots. The vote will close at 23:59 today. Tell me, can we quickly highlight the problem? We need help,” — writes Marta.

“Pavel, save us! They’re boosting the votes, help save Losiny Ostrov, save it,” — writes Sergey Tazov.

“Pavel! The votes were massively boosted in the vote against building the road in the national park! Plus 400 votes at once! In the chat against destroying LO everyone is recording this. A huge number of bot votes boosted at once!” — writes Elena.

“They’re boosting to pass a law convenient for business!” — writes Lyudmila.

“Good afternoon! Please help sort out the obvious boost of positive votes in the vote on changing the Regulations of part of Losiny Ostrov. Please help!” — writes Tatyana.

“Hello! Please note that a sudden boost of votes FOR the road through Losiny Ostrov has started. I’m attaching screenshots taken 15 minutes apart. AGAINST the road was ahead by 150 votes, and suddenly +800 FOR the road was boosted, and 15 minutes later that figure was already over +1000. Please take action. I couldn’t upload all the screenshots—maybe only one went through,” — writes Yuliya Vadimovna.

“On 25 June 2025, the final day of voting on approving the Regulation for part of the Losiny Ostrov National Park, a fact of vote boosting for approval was recorded. At 13:23 Moscow time there were 6 667 votes ‘for’ and 7 584 votes ‘against’. An hour later, at 14:19, the ratio had suddenly changed to 8 820 ‘for’ and 8 003 ‘against’. That is, more than 2 153 people voted ‘for’ in one hour, with a total of 8 820 votes ‘for’, which is almost 25 % of all votes cast over the entire voting period. This looks like vote rigging. Please check. Note that you need to add 6 hours to the time on the first attached file marked 7:23 to convert to Moscow time,” — writes Veronika Loginova.

“Good afternoon! In the last few hours there’s been hard vote boosting. They’ve overtaken those who are against the Project ((( At 15:05 there were 10 474 for, 8 694 against,” — writes Olga Bobrovskaya.

“Please help sort out the vote boosting for changing the Regulation of the MO territory of the Losiny Ostrov National Park! This will kill the park. I’m attaching screenshots showing how positive votes are added in a very short time. This dynamic appeared only today starting at 14:00,” — writes Tatyana.

And dozens more similar letters—people clearly see and record the blatant manipulation of the bill.

Another letter with detailed screenshots from our ally Svetlana Sagandykova: “Good afternoon! Pavel, the number of votes FOR destroying Losiny Ostrov is growing geometrically… and how many more will there be until the end of voting… the time is visible in the screenshots…”

Below I attach the screenshots—Svetlana very competently tracked the time and number of votes supposedly “for” destroying the national park! Once again, we studied social networks and nowhere are there any large-scale campaigns calling people to vote for cutting down the protected forest.

So! Our people recorded that at 16:42 there were 9 677 votes allegedly “for” destroying the national park. Then a sharp jump of 746 votes in just 18 minutes—that is 41.4 votes per minute, which is 3–5 times higher than any normal rate.

In total, +1 788 votes were boosted in 50 minutes (almost two thousand!)

This confirms a massive “anomaly” uncharacteristic of normal user activity. No matter how they tried to boost gradually, it still didn’t work, and blatant manipulation of the bill is obvious! Such growth rates are impossible without external interference.

WHAT TO DO?

Active boosting has been going on for ten years—back in 2015 they boosted more than 4 700 comments in support of one bill. The authors were caught red-handed, so after the scandal they couldn’t pass the bill! 

But the situation in the country was different then: civil society was not suppressed, digitalization was only just emerging, and people’s opinions were taken into account. Law-enforcement bodies and various agencies reacted.

Today everything has changed. Even the Investigative Committee and the Prosecutor General’s Office, instead of organizing audits, simply forward requests to the very authors of the bill—something like “let them explain it themselves, we won’t get into this conflict.” We sent legal requests about the documented vote boosts in the bill on the destruction of mountain forests! No one conducted any audits.

Thus real power today lies only in public outcry. 

We will now try to inform the mass media and our allies in the government. Now it is necessary not only to try to block the bill at the next stages, but also to demand that it be withdrawn from consideration due to manipulation. 

Urgent, massive posting on social networks is required from you—send the link to this material everywhere you can. And publicly demand that the bill be withdrawn from consideration.

That is how a death sentence for Losiny Ostrov National Park was signed by boosting votes—and the system accepts it. And later, when people cough up pieces of their lungs for lack of clean air, when our children are born dead, when no living nature remains, they will say to you, “Why are you complaining? You yourselves voted for destroying the forests, draining the rivers, exterminating the animals! It was you who voted for this.”

BUT DID YOU REALLY VOTE? OR ARE THEY BRAZENLY LYING TO YOU FOR THEIR OWN SELF-SERVING, SHORT-TERM INTERESTS?

Update at 3 a.m. (MSK) 2025.

In the final hours of the public discussion an anomalous surge of activity was recorded: more than 14 THOUSAND (!!) votes allegedly “FOR” destroying the park.

In total, the authors of the bill boosted 25 764 votes in the bill, confirming technical manipulation.

The boosting scheme is as follows:

A) During the voting period, signatures are “pushed” gradually.

B) In the final hours, already knowing roughly how many signatures the nature defenders have, they suddenly “top up” an anomalous number of votes.

Thus, by using digital voting, blatant fraud is possible, vote boosts are allowed, and the real opinion of society interests no one.
