Bill No. 156218: Russia’s Ministry of Natural Resources Plans a Wholesale Weakening of the Protected Areas System

A whole package of dangerous legislative proposals is being pushed by officials, aimed at destroying Russia’s wild nature. And it falls on ordinary citizens — people who truly love their land, their people, and care about future generations — to resist this madness.


Today, comrades, your help is needed once again! Right now, officials from the Ministry of Natural Resources are hastily trying to pass another draft resolution that would reduce the protection status of specially protected natural areas. Yes, you heard that right: another attack on the last refuges of wild nature. And this time, they decided to act wholesale — removing an entire set of legal restrictions in one blow.


DRAFT RESOLUTION No. 156218


On April 14, 2025, the Ministry of Natural Resources submitted for public discussion a draft government resolution proposing to exclude five items from the special list of regulatory acts containing mandatory requirements. These documents define the protection regime for nature reserves, national parks, wildlife sanctuaries, endangered species, and the implementation of CITES (the international convention regulating trade in endangered wild flora and fauna).


Officials intend to DELETE the following acts:


  • Regulations on National Parks — a general regulatory document defining the status, objectives, and protection regime of Russia’s national parks.


  • Rules on harvesting rare species — regulates the removal of wildlife listed in the Red Book of Russia (except aquatic biological resources).


  • Measures for CITES implementation — defines how Russia fulfills its obligations under the CITES Convention (international trade in endangered species), except for sturgeon.


  • General provisions on wildlife sanctuaries — the basic legal framework for federal-level protected sanctuaries.


  • Regulations on nature reserves — the first general act on Russian nature reserves adopted during the Soviet era.

Thus, the Ministry of Natural Resources is essentially proposing to abolish these laws, claiming they are outdated and duplicated by newer legislation. In reality, we are witnessing yet another predatory attack on Russia’s already fragmented and weakened system of protected areas — one that is barely holding on.


I especially urge comrades to pay attention to the "Rules on harvesting rare species" — previously, the Ministry of Natural Resources tried to legalize the killing of Red Book animals, i.e., species on the brink of extinction. But they failed — we stood united with the conservation community, and the law could not be passed!


Now it seems they are “preparing the ground” to go around the resistance — pushing through multiple regulatory weakenings at once, which they need to remove obstacles to business-driven legislative initiatives.


Officially, the Ministry claims that these acts are no longer needed because the necessary provisions are already included in modern laws. But in reality, Soviet and early post-Soviet regulations were deliberately given “regulatory immunity” — because they enshrine vital norms not directly covered by the newer legislation. In fact, they serve as essential and effective barriers against administrative abuse and attempts to tailor laws to political or commercial interests.


TIME TO ACT!


Comrades! We have until April 28 to show that WE ARE MANY AND WE OPPOSE THE DESTRUCTION OF NATURE. Public discussion — the only stage where this draft can still be stopped — ends at the end of April. Action is needed now.
